detailed overview of a current issue, proposed legislation or topic
open for public consultation.

look through past SCPO briefings.
Numbering: The first number relates to the Parliamentary
year in which the Briefing Paper was written, eg 1: pre- Scottish
Parliament; 2: 1999-2000; 3: 2000-2001 and so on, until
12: 2009-2010.
In each Parliamentary year, briefing papers are numbered
sequentially. This is the second number.
